Yes apps that you build using old Xcode versions should run OK on newer OS versions but they can only be distributed ad hoc. You can download old Xcode versions from the Downloads link in the iOS Dev Center if you have a paid developer program membership. If you just have a free membership then I don't think the older versions are available.
